§ 12.28.240. Rules, regulations and procedures for overnight camping in the Westport area of the city of Great Bend, Kansas.

  • The following rules, regulations and procedures shall govern the usage of the Westport Addition for overnight camping excursions or multiple events where groups stay overnight in the area.

    A.

    No individual shall be permitted to camp overnight in the Westport Addition. Groups requesting overnight camping in the Westport Addition may be permitted, use of the facility subject to the following factors.

    1.

    Availability of the facility during the requested dates;

    2.

    Approval of the director of public lands; and

    3.

    Adherence to all other rules and regulations specified in this chapter.

    B.

    Overnight camping will be limited to the following:

    1.

    Recreational vehicles;

    2.

    Vehicles towing attached camper units;

    3.

    Pop-up camper units; and

    4.

    Other units approved by the director of public lands.

    C.

    A fee of seven dollars per night per unit shall be assessed and collected by the director of public lands. In addition thereto, the director of public lands is directed and authorized to determine and collect any additional costs that will be incurred by the city in connection with the usage of the facility for overnight camping.

    D.

    In addition to the per night costs set out above, all electrical costs associated with units camping overnight in the Westport Addition shall be determined by the director of public lands and be paid by the group using the facilities.

    E.

    Any costs of improving electrical services, or other services, to the area to accommodate the specific camping units will be at responsibility of, and at the expense of the requesting group, provided, that improvements shall only be allowed with the approval of the director of public lands.

    F.

    The director of public lands shall determine the amount due from the group using the Westport Addition for overnight camping and shall provide such information to the established contact person representing the group. The fee shall be due and payable before the group leaves the facility. In the event the director of public lands determines that it is necessary, he may require a deposit, in the amount he determines sufficient, to cover all anticipated costs from the group using the facility before he issues the permission to use the facility. In the event a deposit is collected, the director of public lands shall provide an accounting for the application of the deposit and the refund due the users. Such refund shall be made to the designated representative.

    G.

    Groups using the facility shall be required to provide proof of liability insurance in the amount of one million dollars with the city of Great Bend, Kansas, named as an additionally insured.

    H.

    No vehicular or trailer parking shall be allowed on any grass within the addition.

    I.

    Trash pickup, when requested, shall be provided at the expense of the group requesting the service and shall be paid with the other costs set out above.

    J.

    Potable water, when requested, shall be provided at the expense of the group requesting the service and shall be paid with other costs set out above.

    K.

    The disposal of gray or black wastewater shall be carried out pursuant to the directives of the director of public land. In the event special services for disposal of the wastewater are requested it shall be provided at the expense of the group requesting the service and shall be paid with other costs set out above.

    L.

    No ground dumping of any wastewater shall be permitted.

    M.

    Supplies for restroom usage will not be supplied by the city, but will be responsible of the users.

    N.

    Cleaning and maintenance of the restroom/shower facilities shall be the responsibility of the group using the facilities. The director of public lands and the authorized representative of the group shall inspect the facilities before usage commences.

    O.

    The group using the facility shall be responsible for all costs of repairing damage which occurs as a result of the use of the facilities.
