§ 8.12.010. Handbills, sale bills, pamphlets, samples, etc.—Posting and distributing—Licensing for certain distributions.

  • It is unlawful for any person to post, place or distribute in any manner, or cause to be posted, placed or distributed in the city, any written or printed handbills, sale bills, cards, posters, samples, pamphlets or advertising papers of any kind by posting, placing or leaving the same in or upon any building, fence, door, doorway, steps, stairway or cellarway entrances or steps, or behind, in or on screen doors, storm doors, windows, porches or lawns of private residences, or in or upon any motor vehicle parked in the streets of the city, except that the placement of advertising materials in or upon doors shall be permitted if a license is first secured for such activity as set out in Title 5. This section shall not be construed to prevent the distribution of literature of a religious or political character by personally handing out the same on the streets of the city, by mail or otherwise; or the delivery of advertising material by mail or personally to the occupants of private residences or places of business; or the placing of advertising upon or on private property with the permission of the owner, occupant or custodian thereof; or the placing of posters and signs upon billboards or panels by the owners or lessees thereof in connection with their business, profession, occupation or calling.
